Proposed amendments to Azerbaijan’s Merchant Shipping Code, currently under discussion in the National Assembly, represent an important step toward establishing a legal framework for autonomous vessel technologies in the country.
According to sea-news.az autonomous vessels will be permitted to operate only within designated areas determined by the relevant state authority. This approach is intended to ensure the safe deployment of new technologies while maintaining control over potential risks.
Under the proposed changes, individuals and legal entities wishing to operate as autonomous vessel operators—including branches and representative offices of foreign companies—will be required to obtain an official certification.
The key responsibilities of autonomous vessel operators will include:
- Continuously monitoring the operation of the vessel’s automated control system;
- Responding promptly to system alerts in cases of adverse weather conditions, technical failures, navigation outside designated areas, cyberattacks, or other emergencies, and stopping the vessel when necessary;
- Ensuring the real-time transmission of operational and incident-related information to the relevant state authority’s information system and to the vessel owner;
- Retaining and safeguarding operational data related to the autonomous vessel for at least six months.
These amendments demonstrate Azerbaijan’s efforts to develop a legal framework aligned with the growing digitalization and automation of maritime transport. At a time when interest in autonomous and remotely operated vessels is increasing across the global shipping industry, such regulations could create the foundation for the future deployment of innovative maritime solutions in the Caspian region.
