The Georgian government has announced that the port will remain 100% state-owned, and its shares will not be sold.

Under this system, the port remains a strategic state asset, while international companies participate only as partners in managing terminal infrastructure. In other words, foreign partners will not own the port; they will simply lease and operate container and dry cargo terminals on a long-term basis.
Several Western countries are currently interested in participating in the project. The Georgian government has launched an open and transparent process to select strategic partners. Both foreign public entities and experienced international private companies specializing in port management and financing are eligible to participate. The goal is to avoid dependence on a single country and instead use international partnerships to efficiently increase cargo flows along the “Middle Corridor.” The port is scheduled to receive its first vessel in 2029.
