Title: Deputy Operations Manager (Site)

JOB SUMMARY
This position manages overall operations and is responsible for the effective and successful management of labor, productivity, quality control and safety measures as established and set for the Operations Department. Ensure safe and efficient operations. Support implementation of SOP and site specific procedures. Carry out supervisory responsibilities in accordance with company’s policies and procedures
JOB DUTIES
- Support implementation of HSE policies and direct team on right behave;
- Implement safety techniques in accordance with international practice;
- Perform periodic site inspection and identify improvements that will benefit in production and optimization;
- Perform review SOP and modify as required;
- Direct and control of production, personal for performing high quality product;
- Train and coach operation personnel on effective techniques of work performance;
- Support implementation emergency response plan;
- Develop site instructions for managing effective plant;
- Work to ensure people and resources are applied in an efficient and effective manner to meet delivery requirements while achieving quality and safety standards;
- Ensure that team members follow defined manufacturing procedures and comply with quality requirements;
- Ensure the team are aware of day to day targets;
- Support investigation for process upsets and safety incidents as required;
- Support implementation minimum stock requirements for chemicals for operation, maintain stock level as required;
- Perform root cause analysis and resolve problems if required;
- Conduct risk assessments of processes and tasks in the department;
- Assist Operations Manager in supervising daily operations of organization;
- Develop productive, profitable and achievement oriented working environment for employees;
- Address operational issues and concerns in a timely fashion;
- Supervise operations team to ensure operational excellence;
- Maintain the facility clean, safe and organized;
- Drive implementation of activities on site, by directing and correct allocation of personnel on site;
- Check compliance with existing SOP, and request for changes as required;
- Accountable for maintaining stock level for consumables / PPE / tools within department;
- Check for correctness implementation for isolation;
- Train people on basic maintenance activities: filter replacement / filter cleaning /oil top up / inspection of equipment / small flanges and hose connection installation;
- Support and direct personnel on correct preparation equipment for maintenance by following instruction for quick and safe act on implementation of leak test and flushing of equipment;
- Responsible for implementation of daily routing activities on site;
- Responsible for implementation of daily / hourly site inspection and reading (follow check list);
- Responsible for correct implementation of effective shift handover
- Ensuring that the Company HSE policy is effectively implemented and that corrective measures are taken in a timely manner;
- Building ongoing relationships with key members and functional managers within the organization;
- Ensuring that communication between departments is ongoing and utilized to maintain an environment of continuous improvement;
- Training of staff and line managers to ensure that everyone is performing adequately in their role;
- Providing a leadership support function to teams and motivating staff to achieve production goals;
- Maintain the facility clean, safe and organized;

REQUIREMENTS

- Proven work experience as operations manager or similar role, minimum supervisor or Team leader role;

- Demonstrate the ability to take initiative and carry out assigned jobs to completion;
- Work under pressure when required and can work overtime as and when the role and responsibilities require it.

Education and experience
- University degree in Engineering (Bachelor and Master)
- 5-10 years of experience in Oil & Gas / Petrochemical industry;
- Previous experience in supervisor role is mandatory;
Language skills
- Advanced knowledge of English & Azeri
- God knowledge of Russian is preferable
