To increase the competitiveness of the aquaculture (artificial fish farming) sector in Azerbaijan and create a more favorable business environment for entrepreneurs, the regulation of the legal-normative framework has been brought to the forefront. According to the Fisheries and Aquaculture Center under the Ministry of Agriculture, simplifying legislative requirements to ease the formalization of aquaculture farm activities is currently evaluated as one of the most vital steps.

According to sea-news.az  other important strategic targets regarding the institutional and technological reconstruction of the sector were also disclosed in the statement:

Breeding Material Supply and Modernization of Enterprises
To fully meet the country’s domestic demand for breeding material (roe and fingerlings) and ensure the restoration of natural aquatic bioresources on a scientific basis, existing fish breeding hatcheries and experimental research bases operating under the ministry will be reconstructed in accordance with modern global requirements. This modernization will make it possible to protect the population of endemic fish species in natural water basins.

Construction of New Modern Enterprises in the Regions
To reduce import dependency in supplying the domestic market with fish products, the climate and water resource potentials of various regions of the country are being analyzed. As part of the plan, the creation of several new, modern-type aquaculture enterprises based on progressive technologies (e.g., Recirculating Aquaculture Systems — RAS) is planned across different regions of the republic.

Main Target: To accelerate investment by local entrepreneurs into the sector through the simplification of administrative procedures and the building of modern infrastructure, thereby achieving the twofold production increase (to over 8,000 tons) targeted for 2030 on time.
