Control mechanisms in Azerbaijans fishing sector are being significantly strengthened, and a transition to a digital management system is being ensured.
According to sea-news.az this matter is reflected in the new draft law “On Fisheries” discussed at the meeting of the Parliament’s (Milli Majlis) Committee on Agrarian Policy.
In accordance with the document, comprehensive digital control mechanisms will be implemented in the country’s fishing sector for the first time. Accordingly, entities engaged in fishing activities will be required to enter detailed information regarding the fishing vessels and fishing gear they utilize into the unified information system of the body designated by the relevant executive authority.
One of the prominent provisions in the draft law is the tightening of maritime navigation and safety rules. Under the new requirements, installing technical control equipment specified by normative legal acts on fishing vessels and keeping them constantly operational will become mandatory. These technical means include:
- Automatic Identification System (AIS) for vessels;
- Satellite-based vessel monitoring system;
- Modern navigation and other specialized technical equipment.
The unified information system to be established will collect data not only on vessels and fishing gear, but also on fishery infrastructure and the origin, type, weight, and batch quantity of fish products brought into commercial circulation. This step will serve to prevent illegal fishing (poaching) and ensure the sustainable management of aquatic bioresources.
