The Liberia International Ship Registry, the world’s largest ship registry, has taken an important step toward the digitalization of crew certification and compliance services. The registry has launched electronic seafarer documents and a dedicated mobile application.
According to Seanews.az, under the new system, seafarers serving on vessels sailing under the Liberian flag will be able to directly access their seafarer books, licenses, qualification certificates, and sea service records through the newly created “SEA360” mobile application. As the digital equivalent of paper documents, these electronic records are equipped with special QR codes for immediate verification by port state control inspectors.
The registry has also integrated medical certification, training center programs, and document applications into a single platform called “Seafarer Portal”, while also implementing the “Crew360” compliance system to strengthen document verification before issuance.
This step replaces paper-based documentation, which has long been criticized for inefficiency, fraud risks, and delays, with digital solutions. The initiative aims to enhance transparency in the maritime industry and ensure document security.
Liberia’s initiative could also set a new standard for digital document management for other flag states in the future.
