Training on MARPOL Annex VI for the Black and Caspian Sea beneficiary countries

    The first training event organised under the Black and Caspian Sea regions Project was held on 20 – 21 November 2017 at EMSA premises in Lisbon. It was dedicated to MARPOL Annex VI and it provided the participants from all projects’ beneficiary countries Azerbaijan, Georgia, Iran, Kazakhstan, Moldova, Turkey, Turkmenistan and Ukraine with an overview of MARPOL Annex VI, its compliance, monitoring and enforcement and it also focused on Sulphur Oxides, Nitrogen Oxides, emission abatement methods, alternative fuels to reduce GHG emissions and other related topics. Round tables and exercises were carried out with the active participation on behalf of the beneficiaries who also made presentations on how they implement MARPOL Annex VI.

    In their presentation participants from Azerbaijan – the Head of the Maritime Transport Policy department Nigar Baghirova and leading advisor of the Maritime Navigation department Emil Aydinov informed the training attendees about the ratification of MARPOL and its Annex VI by the Republic of Azerbaijan, the responsible organizations exercising their authority to implement the Convention, the certificates issued in accordance with ANNEX VI, port reception facilities as well as the responsibilities of flag and port state control officers with regard to MARPOL Convention.

    The participants of the training were also enlightened about the role of SOx in air pollution, global sulphur content limit of marine fuel oils, Sulphur Emission Control Areas (SECAs) and alternative effective means of reducing SOx emissions. Furthermore, the presentation on reducing emissions of hazardous air pollutants from ships covered detailed information such as using either marine fuel with low Sulphur content or Exhaust Gas Cleaning System (EGCS) which removes Sulphur dioxide (SOx) from air emissions, biofuels, using methyl/ethyl alcohol (methanol) as marine fuel, electricity consumption onboard ships along with pros and cons of employing these alternative compliance methods. Emission of NOx, NOx formation, NOx Technical Code, technical solutions to reduce NOx, surveys and certification in order to verify compliance with NOx requirements were also discussed during the training.

    At the end of the training, participants were awarded certificates.
