After 1 January 2018 some amendments to “Safety of Life at Sea” (SOLAS) Chapter V “Safety of Navigation” Regulation 19 “Carriage requirements for shipborne navigational systems and equipment” will enter into force. According to new amendments to Regulation 19.1.2.4.4 in cargo ships of 150 gross tonnage and upwards but less than 500 gross tonnage, not later than the first survey shall be fitted with shipborne navigational systems and equipment. According to new amendments to Regulation 19.2.10.9 in cargo ships engaged on international voyages, other than tankers, of 10,000 gross tonnage and upwards but less than 20,000 gross tonnage constructed before 1 July 2013, not later than the first survey shall be fitted with an Electronic Chart Display and Information System (ECDIS).
There are also some amendments to the “International Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers and Oil Tankers”, 2011 (2011 ESP Code) will be enter into force. In both of Part A “Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers having single-side skin construction” and Part B “Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers having single-side skin construction” of Annex A “Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers” paragraph 5.2.9 is replaced with the following text: “The surveyor(s) should always be accompanied by at least one responsible person, assigned by the owner, experienced in tank and enclosed space inspection.” and paragraph 5.2.10 is deleted. Same amendments also have done to Part A “Code on the Enhanced Programme of Inspections during Surveys of Double-Hull Oil Tankers” and Part B “Code on the Enhanced Programme of Inspections during Surveys of other than Double-Hull Oil Tankers” of Annex B “Code on the Enhanced Programme of Inspections during Surveys of Oil Tankers” and these amendments will also enter into force on 1 January 2018.
Additionally, after 1 January 2018 amendments to the International Maritime Dangerous Goods (IMDG) Code amendment 38-16 will also enter into force. It is necessary note that Amendment 38-16 was voluntary from 1 January 2017, and mandatory from 1 January 2018.
