A regional action plan regarding the Caspian Sea may be developed

The decrease in the water level of the Caspian Sea has been discussed as a major issue in regional meetings for over a year.

Sea-news.az reports citing “Tasnim,” that this was stated by Iran’s Department of Environment.

“The decrease in the water level of the Caspian Sea has been brought up for discussion as one of the key problems in regional meetings for over a year, and member countries emphasize the necessity of monitoring this within the framework of a regional action plan,” the report noted.

It was stated that Iran’s proposal regarding the preparation of a regional action plan has already been submitted to the Convention’s Secretariat and member countries. It was noted that the issue is currently being examined from a technical perspective.

It should be noted that the provisional secretariat of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention) is currently managed by the UN Environment Programme (UNEP) in Geneva.

During the 7th session of the Conference of the Parties (COP7) held in Tehran from September 20–23, 2026, Iran assumed the presidency of the Convention on a rotational basis for the upcoming term.

Various proposals and discussions have taken place among the Caspian littoral states regarding the location of the Convention’s permanent secretariat. Although proposals to relocate the secretariat to Baku or Tehran were voiced in previous years, the provisional secretariat officially continues its operations at UNEP’s Geneva regional office.
