According to sea-news.az that the matter was brought up for discussion during today’s extraordinary plenary session of parliament.

The draft law consists of 8 chapters and 30 articles.

According to the draft, the management of the fishing sector will be digitized, and mechanisms will be created for the accounting and tracking of information on fishing entities, utilized resources, and products entering trade turnover through information systems. Information regarding fishing entities and objects, as well as fishing infrastructure, fishing gear, and fishing vessels—and other data necessary for the implementation of management and control in the fishing sector—will be collected in the information system of the body (institution) determined by the relevant executive authority, in accordance with the requirements of the Law “On Personal Data.” Data on fishing water bodies, including fishing grounds, will be transferred from the information system of the body (institution) determined by the relevant executive authority to the information system of another body (institution) determined by the relevant executive authority to ensure the integrity of the state cadastre of real estate and the state register of real estate.

The draft envisages the establishment of fishing quotas on a scientific basis, transparency in the issuance of fishing permits, real-time monitoring, the application of electronic accounting systems, and remote tracking technologies. At the same time, it provides for the setting of technical requirements for fishing vessels, fishing gear, and fishing infrastructure, as well as the implementation of accounting and control systems, which will serve to prevent illegal fishing and ensure the efficient use of resources.

Furthermore, fishing objects that meet the requirements of normative legal acts in the fields of fishing, food safety, and breeding livestock may be included in trade turnover.

Fish products will be packaged and labeled in accordance with the Law “On Food Safety.” When fish products enter trade turnover, they must be accompanied by veterinary documents in accordance with the Law “On Veterinary Medicine.” To enter trade turnover, information regarding the origin, sex, species, batch quantity, weight, and average size of fish and other aquatic bioresources obtained by fishing entities or through aquaculture activities must be entered into the information system of the body (institution) determined by the relevant executive authority.

Based on the data entered into the information system, the control over the species and volume of fish and other aquatic bioresources will be exercised by the body (institution) determined by the relevant executive authority, while compliance with technical normative legal acts in the field of food safety—ensuring the minimum quality and safety of products—will be monitored by the body (institution) determined by the relevant executive authority. The sale of fishing objects that have entered trade turnover will be carried out in places designated for the sale of agricultural products entered into the Food Safety Registry in accordance with the Law “On Food Safety,” including markets, fairs, stores, and other specially allocated areas equipped with appropriate equipment. The allocation of land plots for the organization of specialized markets will be carried out in accordance with the Law “On Land Leasing.” The layout of these specialized markets will be determined by the body (institution) determined by the relevant executive authority in agreement with the body (institution) determined by the relevant executive authority.

According to the draft, the import and export of fish products will be carried out in the manner provided for in the Law “On Food Safety” (with the opinion of the body (institution) determined by the relevant executive authority being taken into account regarding the export of frozen and chilled fish and other aquatic bioresources). The import and export of fish and other aquatic bioresources, fish fry, and incubated roe will be carried out taking into account the opinion of the body (institution) determined by the relevant executive authority. The breeding characteristics of brood fish and other aquatic bioresources, fish fry, and incubated roe imported into or exported from the country will be determined by the body (institution) determined by the relevant executive authority.

It was noted that in order to increase transparency and control in the process of introducing fish products into trade turnover, a mechanism for recording and tracking data on the origin, species, volume, and other indicators of products in electronic systems is being established, which will serve both to ensure food safety and to regulate market relations.
