It should be noted that due to quarantine restrictions, Azerbaijani citizens wishing to leave the country by ferry must obtain prior special permission from the Operational Headquarters under the Cabinet of Ministers. Foreign nationals do not need this permission when exiting the country. However, all passengers, both Azerbaijani and foreign nationals, arriving in Azerbaijan by ferry must obtain the same permit.
