Position: Contract Interface Lead Engineer

KEY ACCOUNTABILITIES:

Description

  •  To be conversant with the ACE Project HS&E Plan. Proactively participate in achieving the highest possible International standard of HSE implementation

 Provide support on all matters of a contractual and commercial nature required to ensure the successful completion of the Contract

 Provide specialist commercial advice as required to the Customer ( AZFEN JV) as required but specifically in connection with the appointment and management of the Jack Up ,Weighing and Loadout sub contrractor

 Ensure parties to the main Contract and Subcontracts properly fulfill their contractual/commercial obligations and responsibilities and conform to applicable project requirements

 Ensure that Purchase Orders, Subcontracts, Service Agreements, etc. are correctly prepared, in compliance with project requirements and address all relevant Contract requirements

 As appropriate, represent the project in negotiations with the Client (and other third parties) to ensure proper evaluation of changes, claims, invoices and final accounts

 Coordination and follow up with Project Management Team to ensure that all potential and actual change is recognized and handled properly and in accordance with procedures,

 Participate in the identification and mitigation of risks as well as opportunity unlocking.

 Promote the concept of Continuing Performance Improvement within the Project.

 Establish project job instructions, establish by agreement tendering strategies, methods and documentation based on Corporate Departmental procedures.

 Be completely conversant with the Contract between and the Client.

 Prepare subcontract terms and conditions to complement those of the Contract and prepare other associated bid documents.

 Prepare and issue subcontract enquiry packages.

 Receive bids and coordinate analysis and evaluation of tenders and produce recommendation for award.

 Arrange and lead any bid clarification meetings with bidders and ensure that such meetings are properly attended and minuted.

 Prepare Contract Award documents in favour of the approved subcontractor. Arrange and lead Contract Award meeting with the approved subcontractor for each subcontract ensuring that the correct and necessary AZFEN JV personnel are in attendance.

 Distribute copies of finalised subcontract documents to all relevant parties.

 Maintain surveillance of site activities as required by the Project Manager.  Attend meetings as required and ensure that decisions taken are properly noted and any actions necessary are promptly carried out.

 Analyse all correspondence, drawings etc. to ensure that variations to the contract are identified to AZFEN JV to allow them to pursue same with ultimate Customer

 Monitor correspondence with subcontractors and ensure timely submission of correctly prepared correspondence, instructions, notifications or responses thereto.

 Ensure that subcontract records are prepared and maintained appropriate to the project.

 Advise on budgets, cash flow requirements etc.

 Advise AZFEN JV of effects of ultimate Customer changes on the AZFEN JV Contract with the ultimate Customer.

 Ensure high standard of professionalism in handling Client commercial activities.

 Recommend organisational or other changes necessary to achieve optimum efficiency.

 Be responsible for the performance of any subordinates assigned to the project.

 To read, understand and implement the Company Safety Policy and the arrangements described in the Company and Project Safety Management System documents.

 Participate and contribute in all HSE (Health, Safety and Environment) campaigns, initiatives and safety meetings, as required;

 Participate and contribute to personnel development programs (CDCA) for all National personnel

QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications:

 Degree in business administration, commerce, Finance quantity surveying, Supply Chain, or similar discipline.

 CIPS accreditation preferred.  Vocational Post Graduate degree an advantage.

 Post Graduate qualifications with at least one Internationally recognised professional body

Minimum Experience:

 Oil & Gas Brownfield experience preferred with specific experience in working on EPC and Brownfield Engineering contracts.

 8 years+ in a Senior or Supervisory position.

Job-Specific Skills:

 Able to work as a leader of a team ultimatelt reporting to AZFEN JV

 Ability to mentor / develop the skills of the team with particular emphasis in developing Azerbaijani personnel

 Proven management skills

 Organisational ability;

 Proactive and motivated in building a strong working relationship with all Supply Chain Management customers, internal and external.

Discipline Specific

 Commercially competent in the field of Supply Chain Management.

 Knowledge of local and international standards applicable to the position;  Awareness of Azerbaijan requirement of Local Content and Nationalization Development
