Electrical & Instrumentation Superintendent (Azerbaijan Nationals Only)

KEY AIMS AND OBJECTIVES

•   Assist in ensuring all Project / Company HSEQ goals are achieved and where possible exceeded.

•   Ensure all Construction personnel are aware of safe working practices / procedures and are provided with a safe working environment.

•   Effective liaison with any Client and / or Sub-Contractor / Vendor representatives.

PRIME RESPONSIBILITIES AND DUTIES

•   Supervise construction-related scaffold work activities

•  Maintain schedule and cost control within assigned field functions of the project    

•  Plan and monitor required work activities to ensure that design drawings, tools, equipment, materials are available            

•  Read and understand drawings, contract plans and specifications Implementation and Management of Safe working conditions           

•  Develop and maintain open communications with Field Engineers/Coordinators, HSE, QA/QC Monitor man-hour productivity on a weekly basis        

•   Lead and participate in planning sessions with both the client and its contractors. Experience with “Last Planner” planning tool would be an advantage         

•  Coordinates the activities of contractors performing work within a discipline            

•  Ensures that subordinates are trained and knowledgeable of specifications and work procedures Inspect scaffold holding for compliance to local and industry standards           

•  Introduce and maintain a scaffold inspection system comprising weekly checks of all erected scaffold. Participate in audits, inspections and safety observation tours.

Construction Site Lead (Azerbaijan Nationals Only)

3. Prime responsibilities and duties 
·    Support day-to-day Contractor activities / Supervision in the safe and structured delivery of work scopes and processes, ensuring all applicable Site / Client safety procedures are fully and properly implemented.
·    Demonstrate high profile and visible safety leadership by example and communication with teams.
·        Provide support and training to Worley Superintendents and Contractor personnel, ensuring personnel are competent and possess the required skills.
·         Actively participate and drive Client and Company Project safety initiatives. ·         Constantly strive to obtain maximum productivity and economical use of labour and equipment in order to keep costs within budget.
·         Study, assess and verify all Construction drawings, specifications and instructions and escalate any issues identified.
·         Ensure that all work is to the required standard and that all drawings, specifications, inspections and certifications are strictly adhered to as well as all Client / Company systems of quality assurance.
·         Ensure, before any work commences, that all items of material, equipment, scaffolding etc required are available to avoid abortive and unproductive use of labour. ·         Manage the mobilisation and de-mobilisation of Contractor resources to meet schedule requirements.
·         Liaise with Project / Contractor Supervision to identify and deliver early Construction Project gains.
·         Monitor and report Contractor Construction progress on a regular basis – daily, weekly, monthly and escalate any issues / concerns.
·         Review and agree the overall Contractor Construction schedule, including Sub-Contractors’ schedules and escalate any issues identified.
·         Audit Site / Contractor Construction activities on a regular basis to ensure compliance with Client / Company Project safety, environmental and quality requirements. ·         Maintain primary contact and a good working relationship with Contractor Management and site Client representatives. Be fully familiar with their methods of construction, scheduling and procedures to resolve any apparent conflicts and ensure they are fully aware of their obligations and responsibilities.
·         Ensure, before any variation work is carried out by a Contractor that an authorised instruction has been provided.
·         Authorise or refute all Contractor claims for delay, waiting time or abortive work.

Quality Assurance / Quality Control Engineer(Azerbaijan Nationals Only)

Facilitate the development and effective implementation of Project Quality Management Systems by the Project Team in a manner that meets corporate, location and contractual requirements.

Manage project service and product verification and inspection on the project consistent with criticality assessments and contractual and regulatory obligations.

Manage project quality support functions including quality planning, preventive action, non-conformance control, corrective action, assessments and project quality reporting and review.

Work closely with and draw on the resources of the global Worley Quality Community.

KEY Accountabilities Of Position:

Quality Management

Work with the Quality Management and the Project Management Team to ensure:

  • Project Management Plans and dependent systems and procedures are developed and implemented in compliance with the requirements of the Worley Project Management Process (WPMP) and Enterprise Management System (EMS) consistent with specific location, regulatory and contractual requirements.
  • Project personnel are suitably trained in project plan requirements and to access and apply dependent systems, procedures and reference materials via the Project Web Site, EMS, WPMP and the Knowledge Communities as applicable.
  • All areas of the Project’s operations meet OneWay expectations and conform to applicable Worley, regulatory and contractual HSE obligations.
  • Effectiveness of quality planning to ensure such that process controls and prerequisite product and service verification and inspection arrangements are established and resourced for the project consistent with criticality, statutory and contractual obligations.

  • Effective implementation and coordination of vendor assessment and inspection activities.

Senior Planning Engineer ( Azerbaijan Nationals Only)

Key Accountabilities Of Position:

  • Develops and ensures effective and successful Management Level (Levels 1 and 2) and Performance Level (Levels 3 and 4) project plans/schedules.
  • Performs logic network planning using the Critical Path Method (CPM) for the development of all plans and schedules.
  • Creates a Master Control Schedule to monitor and manage the project as one entity.
  • Identifies and addresses schedule risk.
  • Includes clear contractor requirements in the Invitation to Tender to ensure proper planning and physical progress measurement.
  • The Senior Project Planning Engineer will ensure all project plans/schedules and progress reports are developed using the project WBS and BP Standard WBS as appropriate.
  • Develops appropriate plans/schedules and monitors and updates plans/schedules for the project through Close-Out.
  • Integrates contractor and BP-generated plans/schedules into the Master Control Schedule.
  • Ensures appropriate physical progress measurement for the project.
  • Coordinates preparation of Progress Reporting and Management information packs.
  • Trains planning staff on their responsibilities.  Advises on best practices and ensures proper norms and methods are followed.
  • Defines specifications and standards associated with planning and scheduling to subcontractors.

SENIOR SUB-CONTRACTS SPECIALIST (Azerbaijan Nationals Only)

Purpose of Position:

·     Identify, solicit and select reliable contractors to supply consultant, specialty and construction services to support project execution.

·     Negotiate terms & conditions, prepare contracts, monitor contractor performance and delivery of services to meet objectives.

·     Provide agreed approvals and supporting documentation for payment of invoices to ensure the required services to Worley and its clients  

KEY ACCOUNTABILITIES OF POSITION:

·     Comply with Company and Project contracting policies and procedures and act within limits of delegated authority.

·       Work with engineering, planning, project controls, construction, HSE and quality to ensure contractors deliver specified services on-time.

·        Identify, develop and propose sources, solicit contractors, receive tenders, proposals and associated submissions.

·        Undertake negotiation of contracts, ncluding terms and conditions and pricing and delivery, monitor contractors’ performance, measure work in progress.  Identify, propose and negotiate changes to enhance contractors’ support to the project. Administer subcontract changes and coordinate resolution of subcontract issues. Actively administer the closeout of completed subcontracts.

·        Participate in program reviews, monitor program performance (schedules, deliverables, funding, invoicing, and payments), and notify program managers or directors of potential non-compliances or other problems that could have an adverse impact on the company.

·        Ensure contractor’s documentation, including proposal securities, insurance, bonds and performance securities are received in accordance with the contract and are safely stored.
