Financial negotiations are currently underway for the construction of a seawater desalination plant designed to produce drinking water from the Caspian Sea, as announced at the 3rd National Competition Forum in Baku.
Sea-news.az reports Economy Ministry representative Turkan Vusat stated that the contract for the plant—Azerbaijan’s flagship public-private partnership (PPP) project—was signed last year with the tender winner, Saudi Arabia’s ACWA Power. Due to effective market competition during the bidding process, the private partner’s proposed price per cubic meter of water came in significantly lower than the initial projections in the feasibility study.
The 3rd National Competition Forum, attended by MPs, government officials, and private sector representatives, serves as a key platform for discussing regulatory frameworks and strategic goals outlined in the National Action Plan for 2027–2029.
