On 04 May of the current year in the State Maritime Administration has been held the Steering Committee Meeting of the Twinning Project “Support to the State Maritime Administration to Improve Liability in Maritime Transport in the Republic of Azerbaijan” funded by the European Union .
In the Steering Committee Meeting along with the Member State and Beneficiary Country Project Leaders and Resident Twinning Advisors, participated the Programme Manager of the Delegation of the European Union to Azerbaijan, representative of Program Administration Office, as well as employees of State Maritime Administration.
In the meeting were delivered reports on the implementation of the mentioned project, was given the extensive information on the earned achievements and reached goals in the last period and the financial reports were presented to participants. It was especially emphasized by Project Leaders that after all relevant documents to ratify the Protocol of 1996 to amend the Convention on Limitation of Liability for Maritime Claims (LLMC) of 1976 have been prepared in frame of the Twinning Project and submitted to the relevant authorities in accordance with the Constitutional Law of the Republic of Azerbaijan “on Normative Legal Acts” the abovementioned Protocol was adopted by the Parliament of the Republic of Azerbaijan.
During the meeting was discussed the process of preparation for the IMO Member State Audit Scheme (IMSAS) and emphasizing the support of the Twinning Project in this process, were mentioned a number of activities implemented on the development of normative legal acts and improvement of the of the national legislation in accordance with the European Union Directives.
At the end, considering the successful implementation of the Twinning Project, were discussed the possibilities of project extension.
The main purpose of the abovementioned Twinning Project is to increase the capacity of the State Maritime Administration in the implementation and application of liability procedures foreseen in the International Conventions concerning maritime safety and prevention of sea pollution in Azerbaijan in conjunction with the legislation of the European Union.
